Fusion Global Payroll: Not Able To Rollback Payroll Or Quickpay

Symptoms

On : 11.1.7.0.0 version, Manage Payroll

When attempting to roll back a payroll with pay action parameter set to 3, the payroll flow remains and the employees are still attached to the payroll.

The issue can be reproduced at will with the following steps:
1. Run payroll for several employees out of which first few error due to incorrect formula
2. Set Threads to 3.
3. Run Rollback. Only employee for which run completed was rolled back. Others remained.
4. Set Threads to 1.
5. Run Rollback. All employees were rolled back.
