Non-SSL URL Redirection Prevent User from Logging to Fusion Application (Doc ID 1598622.1)

Symptoms

A few users can not login fusion application, depends on the browser used, they will get following errors:

In IE, "Oops! Internet Explorer could not connect to <Load Balancer host to OIM/OAM>"
In Chrome, "Oops! Google Chrome could not connect to <Load Balancer host to OIM/OAM>"
in Firefox, "Unable to connect
  Firefox can not establish a connection to the server at <Load Balancer host to OIM/OAM>"


Steps to reproduce the issue:

1. Login fusion application as the problem user
you will get an connection error


Changes

 The problem environment is cloned from another environment
