On-Premise. Fusion Apps Rel 7. PIM Implementation

New Item Request (NIR) Approval not working when defined at header stage

Steps to replicate the issue

Login Fusion Apps
Functional Setup manager > Task: Manage Task Configurations for Supply Chain Management NewItemRequestApprovalTask(11.1.7.0.0)
In all cases the Approval Group ‘Data Steward Group’ needs to approve the NIR.
Approval Group Definition:
Create new item
Create new item request (NIR10078) & submit
Definition task is routed correctly.
Login as BPM Workflow Administrator, to see who did receive a BPM notification for this NIR.
Only the assigned notification is shown, not the approval notification.
No approval notification is received (none is send)
However, when all participants (stages) in NIR approval are enabled, approval notifications are send.

Customer requires approval only at header stage.
