After loading few batch of users into fusion application (while all users have same email address like email@example.com) and running Send Pending LDAP Requests, you will see some users are not provisioned in OIM
Steps to reproduce:
1. Load a batch of users into fusion application
2. Run Send Pending LDAP Requests process
3. Repeat step 1 and 2 few times
You will fins out some users are not created
