Symptoms

On :  11.1.7.0.0 version, Functional Setup Manager

ACTUAL BEHAVIOR  
---------------
When running : Request Sales Account Assignment
All Sales Account are well managed but assignment was not correct (no error but incorrect assignment) as assignment is always done for top Territory

Note that real time assignment at Sales Account creation works fine

EXPECTED BEHAVIOR
-----------------------
When running : Request Sales Account Assignment  , right territory and resources should be assigned

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator > Submit Request Sales Account Assignment by giving parameters of an Import batch ID
2. Program Complete successfully by telling that all imported Sales account had been assigned
3. Open imported Sales Accounts > The Assigned Territory is always the top one (ALL) which  is not in accordance with Territory setup (based on STATE)
