Rounding rule 'Round to nearest 1' is not working

Defined properties on the worksheet

1. Round up to 1
--- This option is rounding values (3000.9, .8, .7, .6, .5, .4, .3, .2, .1) to 3001

2. Round down to 1
--- This option is rounding values (3000.9, .8, .7, .6, .5, .4, .3, .2, .1) to 3000

3. Round to nearest 1
--- This option is rounding values (3000.9, .8, .7, .6) to 3001
  and values (3000.5, .4, .3, .2, .1) to 3000

The issue is with the last Rounding option "ROUND TO NEAREST 1", for the value 3000.5 the system should round the value to 3001 and not 3000

'select round(3000.5) from dual' in the database rounds the value to 3001 but the application is rounding the value to 3000 on the worksheet,

For rounding code "Round to nearest 1" expect the system to round 3000.5 to 3001 instead of 3000

The issue can be reproduced at will with the following steps:
1) Go to Manage Plans and Select Annual  Compensation Plan
2) Go to Worksheet display Tabs and select Compensation
3) Go to Configure tab layout
4) Go to Detail Table and select a column Miscellaneous Rate 2 - Component 3
5) select Properties > General Tab in Rounding code select 'Round to nearest 1'
6) Start Workforce Compensation Cycle and go to the worksheet and enter 3000.5 for the Proposed IC Amount
