User Not Visible In Resource Directory (Doc ID 1606981.1)

Symptoms

On : 11.1.7.0.0 version, HCM - TCA Synchronization

ACTUAL BEHAVIOR
---------------
User not is visible in the Resource Directory.

When users are hired via the HCM hire process, they cannot be seen in the Resource Directory.  Users created on the Manage Users screen can be found in the Resource Directory. 

EXPECTED BEHAVIOR
-----------------------
Expect that the when employees are hired through the HCM New Hire process that they would be available in the Resource Directory screens just like when they are created through Manage Users.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as user with HR Specialist role.
2. Navigator > New Person
3. Hire Person1

4. Login as user with privileges to manage Resources for CRM.
5. Navigator > Resource Directory
6. Query Person1
No results are returned.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot setup their Resources appropriately using employees that have been hired through HCM.
