Fusion Global HR: Cannot Hire Employee Who Has Previously Cancelled Work Relationship

On : 22.214.171.124.0 version, Manage Workforce Lifecycle - Manage Work Relationship
Cannot hire employee who has previously cancelled work relationship.
We are trying to complete some manual data conversion. One employee was hired on the wrong date, and to remove his record the work relationship was cancelled.
When trying to hire him with the correct date, his person number is entered and the system says that this number already exists. .
" A person number with this value already exists. Enter a unique value. (PER-1531466) "
The issue can be reproduced at will with the following steps:
Please follow these steps:
1. Login to Fusion Apps as HR Specialist
2. Navigator > New Person
3. Enter Person details including Manual Person Number.
Realize hire date is incorrect, cancel Work Relationship.
4. Login to Fusion Apps as HR Specialist
5. Navigator > Person Management
6. Query a person and select.
7. Click on Manage Work Relationship
8. Click Edit > Cancel.
Attempt to rehire the person with the same number.
9. Login to Fusion Apps as HR Specialist
10. Navigator > New Person
11. Enter Manual Person Number.
The issue has the following business impact:
Due to this issue, users cannot re- enter the hire with the correct date.
