Convert Pending Worker Process Giving Error Message But Getting Saved (Doc ID 1618778.1)

Symptoms

On : 11.1.7.0.0 version, HCM Common

When attempting to Convert Pending worker, the transaction completes and gets saved, but as well the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login and navigate to New Hire Page
2. Perform Add Pending worker transaction and submit
3. Although transaction has got submitted, see the error on the UI

The issue has the following business impact:
Due to this issue, users do not get clarity if the transaction is actually completed or not .
This issue is impacting customer go-live plans, thus critical to get resolved.
