PER-1531359 "No User Account Exists" Error Against User With No Assignment

When attempting to manage a user account for an employee with no assignment, the following error appears.

PER-1531359 "No user account exists for this person."

The issue can be reproduced at will with the following steps:
1.) Log in as HR Specialist
2.) Navigate to the Person Management UI
3.) Search on an employee with no assignment
4.) Select the employee from the Search Results.
5.) From the Manager Person UI, select 'Manage User Account' from the task menu.
6.) Confirm error in the Manage User Account tab.

The issue has the following business impact:
Due to this issue, users cannot make appropriate user account changes for certain employees. This could hold up both testing and production efforts.
