Unable To Create Partner Resource With Existing Active Partners That Were Imported (Doc ID 1621903.1)

Symptoms

On Production FCF: 11.1.7.0.0 version, Manage Partners

ACTUAL BEHAVIOR
---------------
A number of Partner records were created via batch import. All partners are created with status as Active.

On trying to create a partner resource for a partner with partner status as active. Able to create a new partner org, but was unable to save the record as Manager is one of the required field and the list appears to be empty.


EXPECTED BEHAVIOR
-----------------------
Manager list should not be empty

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open an existing partner with partner status as Active. [There is no resource created for this partner Contacts]
2. Selected a partner contact, made the partner contact as primary contact.
3. Selected the "Create Resource" checkbox to create a resource for the contact.
4. From organization drop down created new organization.
5. Selected the Role as "Partner Administrator"
6. Noticed the manager drop list is empty and it is required.
On hitting save, the record is not getting saved due to the manager required field.
