Error when attempting to Review a transaction.
The error is observed when there are no qualifying rules that are active
Due to this issue, users cannot complete transactions
Steps To Reproduce
1. Enter information for a transaction (i.e. Hire a Contingent Worker)
2. Click Next to the Review page.
When the system attempts to render the Approvals on the Review page, the error appears.
