FNDSetup Server Is Off Line when attempting to click "spanner" beside a descriptive flexfield

Symptoms

Go into workforce structures > Manage Location and select Adminitration and highlight flexfields, click on wrench that is displayed and get error "Fndsetup Server is offline. Please contact the system administrator (server: xxx.xx.xxx.oraclecloud.com:443)." No error should be shown and flexfield functionality should be shown.
