Not Able To See The Rate Table Changes At Participant Level. (Doc ID 1627167.1)

Symptoms

User updated the rates at compensation plan level and it is not reflected at participant level. The customized flag is No.

EXPECTED BEHAVIOR
User expected to see the rate changes reflected at participant level after running deploy compensation plan.

STEPS
The issue can be reproduced at will with the following steps:
1. Create compensation plan - performance measure with rate
    Compensation Plan : P_PBA
    Plan Component : PC_PBA_AL_SALE_POINT
    Performance Measure : PM_PBA_AL_SALE_POINT
    Rate Table: RT_PBA_SALE_POINT_GRID
2. Assign compensation plan to participant
    Note: [Individualize Target Incentive] = Unchecked.
3. Modify the rate table rates
    Navigator > Compensation Plan > Manage Rate Table
    Rate Table: RT_PBA_SALE_POINT_GRID ... change rate for one of the dimension
4. Run Deploy Compensation Plan
5. Check rate at participant level and rate is still 0 for AUTOLOANCV
    Navigator > Participant Snapshot > Compensation Plan ... drill down to rate table and do not see the change.
