Fusion Global HCM - Enhancement Request: Change in Checklist Status Behavior (Doc ID 1627612.1)

Request the following changes to the functionality of Checklist Notifications:

1. The overall checklist status does not automatically get set to 'Completed' if one or more checklist items are still at a status of 'Initiated' or 'In Progress'.
2. The automation of the overall checklist status should be independent of the checklist mandatory flag.
3. An additional checklist status of 'Not Applicable' is added to the seeded Status lookup.

Note: #1 and #2 are interrelated and will be handled in the same ER bug.
