Receive Application Error when Promoting An Employee

Manage Workforce Lifecycle

When attempting to promote an employee via the Manage Employment Link under Personal and Employment Task.
When attempting to transfer an employee receive the same error message when trying to submit the action.

" An application error has occurred...incident:76 Server Domain:HCM Domain..."

The issue can be reproduced at will with the following steps:
1. Navigator
2. Workforce Management
3. Person Management
4. Search for and choose and employee
5. Manage Employment Link
6. Edit, Update, enter start effective date
7. select the transfer action, click OK.
