No Business Unit Available When Defining Incentive Compensation Plan (Doc ID 1631033.1)

Symptoms

On :  11.1.7.0.0 version, Set Up Compensation Management

When attempting to define Incentive Compensation plan , Business Unit List of Values (BU  LOV) is empty
At an earlier stage when defining (creating) Business Unit at the step of managing Parameters it was not able to associatie BU to task

the following error occurs.

ERROR

The Manage Business Unit task used for scope selection of the Business Unit business object is not returning all expected scope parameters. Contact your help desk. (ASM-75255)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Navigator > Setup and Maintenance
1. Create Business Unit, assign IC function, and generate roles

    Task: Manage Business Unit
    ACTION: Create new business unit and name as IC BU (eg. IC Kim.Vu BU )
    Default Set = COMMON
    Assign Business Unit Business Function
    Navigator > manage Implementation Projects > IC Implementation
    Expand folders:
    Define Common Applications Configuration for Incentive Compensation
    > Define Enterprise Structures for Incentive Compensation
    > Define Business Units for Incentive Compensation => click on Go to Task
    ACTION: Click on the drop down list for Business Unit
    Select Change and Add Business Unit
    Select your business unit, click on [SAVE and CLOSE]
    Click on Go to Task on Assign Business Unit Business Function
    Check Enabled box for Incentive Compensation
    [Save and Close]
    Click on Go to Task for Verify Data Role Generation for Business Unit
    Note: This takes you to Authorization Management (APM)
    Search for External Roles in Global Scope = Incentive
    Confirm that the results has roles with your business unit.
    Example: Incentive Compensation Manager IC Kim.Vu BU

2. Create your Calendar

Navigator > Setup and Maintenance manage Implementation Projects > IC Implementation
Drill down to: Define Incentive Compensation > Define Incentive Compensation Shared Configuration
ACTION: click on Go to Task for Manage Calendars

3. Define System Parameter for your business unit

Navigator > Setup and Maintenance manage Implementation Projects > IC Implementation
Drill down to: Define Incentive Compensation > Define Incentive Compensation Business Unit Configuration, click Go to Task
Note: make sure the Business Unit is your BU
ACTION: click on Go to Task for Manage Parameters

Get error at this step :
The Manage Business Unit task used for scope selection of the Business Unit business object is not returning all expected scope parameters. Contact your help desk. (ASM-75255)
