Participant Plan Acceptance "Default Participant Plan Approval Status" Value Is Net Defaulting During Assignment (Doc ID 1634263.1)

Symptoms

On :  11.1.7.0.0 version, Set Up Compensation Management

ACTUAL BEHAVIOR  
---------------
 Participant Plan Acceptance status set to Submitted instead of approved.

EXPECTED BEHAVIOR
-----------------------
It should be Submitted now that system parameters had been updated with this value for parameters  : "Default Participant Plan Approval Status"  

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.
Navigator > Setup and maintenance >  Implementation Project > XXX Implementation  Project > Manage parameters > setup  "Default Participant Plan Approval Status" at Submitted  (-instead of Accepted) as default value in System Parameters
> Save and Close > Done > Done
(noticed that dedicated user is XXXuser and BU is  XXX IC BU)

2.
Log as XXXuser
Navigator >  Incentive Compensation > Participants Snapshots > select particpant XXX2
> Manage Compensation Plan left l:ink : Acceptance Status is still defaulted at Accepted

3.
It should be Submitted now that sytem parameters had been updated

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot setup "Default Participant Plan Approval Status" parameter as it is designed
