Symptoms

On : 11.1.7.0.0 version, Set Up Workforce Deployment

ACTUAL BEHAVIOR
---------------
Work shifts not retaining the time zone in which they were entered.

EXPECTED BEHAVIOR
-----------------------
Work shifts should obey time zone credentials

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Manage Work Shifts
2. Define a New Shift (Day Shift) Start Time: 08:00 Hours 9
3. Navigate to the Manage Work Workdays Pattern, create a new pattern (Weekly Work Pattern Day Shift)
4. Select the shift (day shift: defined in the above step)
5. The time changes to Start Date: 04:00 End Time:13:00
