Fusion Performance Management: Incident Error Message When Submitting Employee Final Feedback (Doc ID 1637221.1)

Symptoms

Manager tries to submit performance review for approval and it displays application error. The document was transferred to another user and the same issue happens to that user. This is not a cache issue.
User cannot get past this error. Each time the user tries to submit it appears and even if they close the error message it displays again. This is a new issue amd never happened before.
