How does client update a username in Fusion if the username and/or name changed in EBS?

Client has an employee whose email changed in EBS. What is the best practice when updating the username in Fusion? Will the HR to HR process work in updating this information, or is there another process available?

Users are using what they think is the correct information because its been updated in EBS but Fusion still has the original data.

Client is using Release 5.
What is the reason to change the user name via the Manager Users menu item instead of directly in OIM if we have access to both?
