Unable to Transfer Employee as administrator

Transferring an employees location as administrator
Actual Result: Request submits successfully but the process fails
Expected Result: Employees location should change on the effective date of transfer

- HR Specialist
- Consistent across multiple people
- Client is using a custom line manager role which doesn't have access to Hire duty.
- When Login as requester and open Line Manager Transfer UI from Person Gallery Actions.
-- In the Employment Details train-stop, Can NOT see Business Unit LOV
-- NOT able to select any other business unit in the LOV

JBO-29000: Unexpected exception caught oracle.jbo.TxnValException, msg=JBO-27023: Failed to validate all rows in a transaction.

The issue can be reproduced at will with the following steps:
1 - Login in to Fusion Applications
Navigate to Navigator - Person Gallery
Search for worker by Name
Click the Link on the worker name
Click Transfer under the Task menu
Enter Transfer Date (e.g. 01-Sept-2014)
Click 'Yes'
Select Action from Dropdown Menu
Select Reason from Dropdown Menu
Select Location from Dropdown Menu or Search
Click Next
Click Next
Click Next
Click Submit
Click Yes
Click OK
Go to Work-list - See that the process failed
