Can't Restrict Manual Journal Entries To The Natural Account

Symptoms
Users do not wish to allow manual journal entries to be posted to the Trade A/P natural account in the GL. They have chosen the "Restrict Manual Journals" option in the Third Party Control Account field on the natural account set up. Even after the flexfield is deployed, the users can still enter manual journal entries to this GL natural account.
STEPS

The issue can be reproduced at will with the following steps:
1. In Manage Value Sets,select the account and set Third Party Control Account to Restrict Manual Journal.Deploy the flexfield
2. Try creating a new journal and select the account selected in step 1
3.The account is successfully selected
