Currency Conversion Rate Is Zero In Paysheet Table (Doc ID 1662032.1)

Symptoms

On :  11.1.7.0.0 version, Manage Incentive Comp

ACTUAL BEHAVIOR  
---------------
When calculating commission in USD, but the home currency for the participant may not be USD. In the paysheets table.
See home currency captured based on the participant home currency.
But the conversion rate is always showing as zero.

I verified in the table cn_tp_paysheets_all  and also from pay sheet subject area  in OTBI.

EXPECTED BEHAVIOR

Payment amount should  be converted

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. From Setup and maintenance > Implementation Project > retrieve task :  Manage Currency Conversions
    > enter fixed rates (for 2 years between base currency (USD) and any other existing currency (see snapshots)
2. Manage Transaction > Calculation process complete successfully
3. Manage Payment no conversion is done (ie conversion rate is always showing as zero.)


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot convert payment  for participants in their home currency.
