Fusion PIM: Importing Item Category Assignment Does Not Update Assignment When Using SYNC Transaction Type

Catalog is defined to allow only 1 category assignment. When an item is imported we do not know whether this is a new or existing item (with an existing item category assignment). During import all items will be assigned to an alternate catalog category (item category). It is possible an existing item is imported with an updated (another) item category. We expect the system to update the item category.
When using the UPDATE transaction type (upload by spreadsheet & SQL insert statement), the import correctly updates the item category. But as stated, during item import we do not know whether the item category assignment exists, hence the need to use SYNC.
When item category assignment is imported with SYNCH option, if there is an existing category assignment, system should:
1. Unassign the existing category
2. Assign the new category assignment being imported
