GL Data Access Set Does not Show All the Ledgers Included in the DAS (Doc ID 1669282.1)

Symptoms

A Data Access Set (DAS) is defined with 2 ledgers but only one ledger is displayed in the list of values (LOV) in the Create Journal UI.

The expectation is that both the ledgers that are included in the DAS should be displayed in the LOV when creating a journal.

The issue can be reproduced with the following steps:
1. Create a GL data Access set giving full access to two ledgers
2. Assign the roles generated to the existing user
3. After selecting the Data Access set in journal entry screen, only one ledger is displayed in the LOV.
