Fusion HRMS(US): Employer Occupational (Head) Tax not Being Withheld in Some of the Colorado Jurisdictions (Applicable to All Local Employer Taxes)

Symptoms
When processing pay for an employee who works in a county in Colorado which collects an employee and employer head tax, the employee tax calculates however the employer portion does not.
The issue can be reproduced at will with the following steps:
1. Create a work location in city of Denver, Denver County, Colorado
2. Enter a new hire and assign this location to the employee
3. Process a QuickPay or payroll for the employee
4. View process results. Note employee portion of 5.75 calculates however the employer portion of 4.00 does not
