Unable To Create Template In Another Business Unit - The BU do Not Appear in LOV (Doc ID 1680879.1)

Symptoms

On : 11.1.8 version, Terms Library

ACTUAL BEHAVIOR
Users are unable to see the Business Unit even this has been assign to the user when creating Contracts Template.

EXPECTED BEHAVIOR
Expect to be able to see all BU in the Business Unit LOV from contract template creation.

STEPS to Reproduce
The issue can be reproduced at will with the following steps:
(NAV) Setup and Maintenance => run the "User and Roles Synchronization Process" which completed fine
(NAV): Terms Library
1/ create Template => the Business Unit LOV contain only 1 value when will expect more to be seen.
