Unable to Edit Document of Records - an Incident is raised - JBO-25003: Object DocumentsOfRecordAM (Doc ID 1681348.1)

Symptoms

We are not able to edit a Document of Records entry under the Manage Document Records tab for an employee. A system error (incident) is reported.

ADF_FACES-60097:For more information, please see the server's error log for an entry beginning with: ADF_FACES-60096:Server Exception during PPR, #1
oracle.jbo.NoObjException: JBO-25003: Object DocumentsOfRecordAM of type ApplicationModule is not found.

Steps to Reproduce
1. Create a document type in Manage Document Records.
2. Submit and go to Personal Information Card
3. Select the document that you have just created and click on Edit Pencil, a Java error is triggered:

oracle.jbo.NoObjException: JBO-25003: Object DocumentsOfRecordAM of type ApplicationModule is not found.

An incident is raised and the readme.txt file in the incident logs shows:
