Why Does User No Longer Show Up In OIM After Creating In HCM?

Information in this document applies to any platform.
Employee that has already entered, was showing up in OIM and Fusion. Some changes were made to the work relationship and this caused the Employee role to be removed from the user.
The employee role was manually added back in, however the user still does not exist in Fusion.
How to get the employee record to show in Fusion again?
