Fusion PIM: System Copies The Item Revision Attributes From The Previous Revision When You Create A New Revision, Need An Off Option

When you create a new item revision, the system copies the attribute values from the current revision.
A method of turning off this functionality is required.

When creating a new revision online or through the item import (without item rules for change control). if governance switched on the system will also create the item revision, copy the attributes from the current revision and place the actual attributes on a change order for approval. This is very confusing, especially because the item revision is created (with wrong attributes) and the actual attributes are placed on a change order. It even becomes more complex when some attributes of the new revision are empty and those attributes of the current revision are filled with values. Especially, with multi row attributes (which are not synchronized) we end up with a item revision that has wrong values. We do not want to copy any value from the current revision when we create a new revision (online or import).
