Absence Requests Failing With SOA error after manager change is done for an employee

After manager change, on submitting absence request user gets either errors in the worklist that the approval "failed with Errors" with details from the HCMEmploymentAbsenceComposite :

FAULT_NAME=operationErroredFault::FAULT_TEXT=com.oracle.bpel.client.BPELFault: faultName: {{http://xmlns.oracle.com/bpel/workflow/taskService}operationErroredFault} messageType: {{http://xmlns.oracle.com/bpel/workflow/taskService}workflowErrorMessage} parts: {{ payload=ORABPEL-30082 WorkflowServiceEngine request to another component failed. Request operation CallFunctionStateless from default/HcmEmploymentAbsencesComposite!28094314_18024941/AbsencesApproval to AbsencesApprovalRules_AbsencesRuleSet failed with Business Fault: null. Check the underlying fault. Check target SOA component for cause. } cause: {null}


when trying to submit new absence get History Tree Error and no approvers appear in the list.

Expected Behaviour
Even if there is a manager change on the employee, the approvals should route to the new manager and not error in this way.
