Account list in blank in File Import and Export UI (Doc ID 1907392.1)

Symptoms

Unable to import a file using File Import and Export UI as Account list (list of values) is blank.

Shows the following error in the homepage after connecting to Content Server (https://hostname.domain/cs) using the same user .

EXPECTED BEHAVIOR
-----------------------
The Account Field LOV should not be empty/blank.

STEPS
-----------------------

1. Login to Fusion Applications and Navigate to Tools > File Import and Export.
2. Attempt to create a new import.
3. The Account LOV is Null.
