Symptoms
On : 11.1.7.0.0 version, Manage Budgets-Define Budget Components
When attempting to load budgets via FBDI, the ESS process Upload Budgets that gets spawned by the ESS program ValidateAndLoadBudgets, ends in error.

Scenario-Current Budget
Each member is combination of a sequence(refers to segment name) and member name(belongs to segment). Use the following information to find the specific segments to be published.

Segment:<Segment_name>, Sequence:3
Segment:<Segment_name>, Sequence:2
Segment:<Segment_name>, Sequence:1

The issue can be reproduced at will with the following steps:
1. Create excel file with budget data
2. Import the file to UCM
3. Run the Validate and Load Budget program which ends in error due to the sub-process Upload Budgets ends in error.
