Documents Created In Classic UI Do Not Appear In Simplified UI (Doc ID 1911092.1)

Symptoms

There is a mismatch between the information displayed in Document of Records in Fuse (simplified) UI and Classic UI.

Users are NOT able to view Document of Records in Classic UI if these were added through the FUSE UI.
Users are NOT able to view Document of Records in FUSE UI if these were added through the Classic UI.

Steps to reproduce:
1. In Classic UI add a Document of Records - Drivers Licence - this is approved and shown in My Portrait.
2. In FUSE UI, navigate to Personal Information - Documents - NO information is shown.
3. Edit My Details: Documents and add a new Document of Records for a Belgian Passport.
4. Save this transaction.
5. In Classic UI this Document of Record for passport is NOT Shown.
