The functional area catalog assignment cannot be update when trying to change a default catalog even when there are no items assigned to the catalog.
The functional area catalog assignment cannot be updated. (EGP-2775752)
The issue can be reproduced at will with the following steps:
1. Setup and Maintenance > Manage Default Catalogs
2. Functional Area Purchasing
3. Edit Default Catalog assigned
