Deleted multi row records are never placed on a change order

You want to place a deletion of a multi row record on a change order, because it must be approved. You have tested 2 scenarios:
1. Use item rule to put changes on a change order
2. Save changes to change order. When you save the change order, the system does not put the deletion of the multi row on the change order. It just deletes the record in current production table. This is not correct, it should place the deleted record on a change order and only after approval, the deletion from the production table should happen.
