Goal

HR can create/transfer/acknowledge performance document but can they perform performance evaluation on behalf of line managers?

Currently HR Specialists cannot change the weight values (of goals AND section weights) in performance documents for employees other than their direct reports. It seems that these weights can only be entered/changed by line managers.

Is there a possibility or a workaround for the HR Specialist to evaluate and make changes to goals and weights of employees on behalf of the managers?
