Goal

Cannot assign a manager to CEO in Administer Workers

Client trying to assign a manager to the CEO in Administer Workers so that they can process his comp during the compensation cycle. However nobody comes up in the list of values when trying to change the CEO's manager in the Administer Workers.

Client wants to clarify that they can change the worksheet manager for other employees in Administer Workers except for the CEO who is the top most manager in the hierarchy
