Fusion PIM: Approval Notification Is Not Submitted For Attributes With UOM Class And Effectivity Upon Approval

On : 18.104.22.168.0 version, Consolidate Product/Service Master Data-Manage Import Batches
Approval notification is not submitted for change orders that contain attributes with UOM class and effective date set to Upon Approval.
A notification 'Change Order xxxxxxxxx is assigned' is submitted, but the actual approval notification has not been sent.
The problem occurs when we import an attribute group that contains attributes with an UOM class and when the effective date of the batch is set to Upon Approval.
Upon Approval is working fine with the other attribute groups. When you set effective date of the batch to Type Default, is also works fine for the attribute group that contains attributes with an UOM class.
This same problem occurs when you submit the change order from the item specification screen.
This should consistently trigger AMX notification for approval regardless of origin
The issue can be reproduced at will with the following steps:
1. Commit data for change order containing UOM change and 'upon arrival' effective date.
2. On screen confirms approval in operation
3. Background AMX server has not sent the message
