Fusion PIM: Cannot Import New Item Revision At Child Org Level When Item Is In NIR Definition Status

Cannot import new item revision at child org level when item is in NIR definition status
The item is unapproved; it has approval status ‘Not Submitted for Approval’ (it is in the NIR definition phase). When importing a new organization assignment with a revision (and revision attributes), the item import runs into an error: You cannot create a revision for an unapproved item. (EGP-2775354)
This is strange because you should be able to import the initial version (which is 001 in this case). The system should not run into an error.
The issue can be reproduced at will with the following steps:
This problem occurs in two situations:
1. If importing the master item first (this item is placed on a NIR automatically) and then importing the child item org.
2. It can also happen that an item has been created in the master and child organization and the item is on the NIR. The supplier also sends the information for another item-org. In that scenario, it should be possible to create the item-org assignment including the initial item revision.
