No Notification Sent When Adding or Updating Contacts In My Portrait (Doc ID 1920494.1)

Symptoms

When adding a personal contact or editing a personal contact via My Portrait there is no notification sent or approval workflow initiated upon saving the transaction.
When the same action is done via Manage Person UI it goes through an approval process and a notification is sent to the user. The behavior should be the same via Person Gallery > My Portrait.
