Fusion Global HR: Cannot Update EMERGENCY_CONTACT_FLAG Via FBL not found in PersonContact (Doc ID 1923650.1)

Symptoms

On : 11.1.7.0.0 version, File Based Loader

Cannot update EMERGENCY_CONTACT_FLAG via FBL

The FBL load fails when I try to update EMERGENCY_CONTACT_FLAG.

oracle.jbo.JboException: JBO-29000: Unexpected exception caught: oracle.jbo.RowNotFoundException, msg=JBO-25020: View row with key oracle.jbo.Key[10000000xxxxxxx null null ] is not found in PersonContact.. This error is for PersonId = 100000000xxxxxx

- 10000000xxxxxxx PersonContact1_2014_0x_xx_x:PersonContact - initial load
- 10000000xxxxxxx PersonContact2_2014_0x_xx_x:PersonContact – tried to re-FBL to set Emergency_Contact_Flag to Yes, but the load did not go through
- 10000000xxxxxxx PersonContact3_2014_0x_xx_x:PersonContact – manually set Emergency Contact flag for my emerg contact to ‘Yes’ and re-FBLed the same file
