On re-hiring an employee during addition of the passport if the issuing country entered does not match the country attached to the employer LE then error

Attribute Set with value MY for _FLEX_context in EmploymentAM.oracle_apps_hcm_people_core_protectedUIModel_applicationModel_PersonUIAM.PersonVisaLegDDF Failed

Steps to Duplication
1. Terminate an employee in a Hong Kong LE.
2. Re-hire this employee going through Person Management screen (advanced search to select checkbox for viewing terminated employees), then create work relationship from there
3. On Person Information tab Enter passport details for a Malaysian passport so passport Issuing country is Malaysia (different to legal employer)
4. Error above is given
