Fusion Applications BIP : "Report definition not found" error when running HCM Extract with Delivery Options (Doc ID 1924942.1)

Symptoms

When running an HCM Extract for the first time and making calls to a custom BI Publisher report the HCM Extract process fails with the following error :

dummy file is deleted
