Add From Catalog Functionality Not Returning Expected Results When Adding Agreement Lines

Users find they are not able to add items to the Blanket Purchase Agreements using 'Add from Catalog' Functionality. The Item is not visible.
Steps To Reproduce
1. Create a Blanket Purchase Agreement.
2. Add a link to the BPA by choosing the 'Add from Catalog' from the Action LOV.
3. Item Search does not return any results.
