Fusion PIM: Active 'Each' Item Filtered Out By Rule During Publication When Parents Are Inactive (Doc ID 1926832.1)

Symptoms

On : 11.1.8.0.0 version, Syndicate Publish Product Service Master Data-Publish Product Data to External Systems

Active each item filtered out by rule during publication when parents are inactive

Actual Behavior:
---------------------
The same each item has multiple pack structure. Once of these pack structure has two inactive items (Innercase and Case). The other pack structures contain active items. We have defined a rule that filters out the inactive items. When we make a change to the each item, it appears that the each items itself is not included in the payload. The active parents items are included and inactive parents items are not included. This is correct. Only the each item itself is not published.

Expected Behavior:

The each item should be published when it is part of a pack structure that contains active items.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Starting with the case, add an Innerpack underneath using the “Below” option.
2. After that add the Each item underneath the Innerpack.
3. When that done, the option to add a pack item “Below” the Innerpack is greyed out and cannot be chosen.
