Symptoms

Unable to view in Navigator/tab Product Management to click on Items and then Create Items

User does have 'Product Data Steward' role assigned.
User is able to directly assign the Item Dashboard link:
https://IntanceName.scm.xyz.oraclecloud.com/productManagement/faces/ItemDashboard
