ACTUAL BEHAVIOR

All users except the person who loaded budgets is not able to see budget amount in Smartview/Inquire and Analyze Balances
EXPECTED BEHAVIOR

User should be able to see budget amount
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Query the balances in "Inquire and Analyze Balances " /Smartview
