Carryover expiration not being applied

The Absence Plan has a carryover period of 3 months
Run accruals for Employee for 2 years
View accruals at end of second year 31/12/15, the carryover has not expired

Carry over should expire

The issue can be reproduced at will with the following steps:
1. Define an absence plan with a carryover period of 3 months, and a fast formula for carryover calculation
2. Allocate plan to an employee and run accruals for 2 years
3. View accruals at the end of the second year and see that the carryover has not expired
